Section 36(1) in The Goa Agricultural Produce Marketing (Development and Regulation) Rules, 2010
(1)If due to blindness or other physical infirmity, a voter is unable to recognize the symbols on the ballot paper to make a mark thereon, the Presiding Officer shall record the vote on the ballot paper in accordance with the wishes of the voter, fold it so as to conceal the vote and insert it into the ballot box.
