None appears in support of the instant writ petition even at the time of second call, although the learned advocates representing the respondents are present.
After considering the submissions made by the learned advocates appearing on behalf of the respondents and upon perusing the writ petition, it appears that the writ petitioners who claim to be members of the Governing Body of Dainhat Jaimatara Primary Teachers' Training Institute, Burdwan, have approached this Court essentially seeking mandatory direction from this Court to allow the students of Dainhat Jaimatara Primary Teachers' Training Institute to sit for the 1st year Primary Teachers' Training (D.Ed.) Bridge Course for the session 2005-2006 along with other students of different Primary Teachers' Training Institute. The affidavit in support of the instant writ petition has been affirmed on 26th March, 2010 and the writ petition has been filed on 29th March, 2010.
In such circumstances, even on the face of record the writ petition is liable to be dismissed on the ground of inordinate and unexplained delay. Even otherwise, as rightly 2 contended by the learned advocate appearing on behalf of the State respondents, it appears from paragraph 20 of the writ petition that the Eastern Regional Committee, National Council for Teachers' Education has already granted recognition to the Institute for conducting primary teachers' training (D.Ed) Course of Elementary level of two years duration with an annual intake of 50 students from academic session 2009-2010 under Course 7(11) of NCTE (Recognition & Procedure) Regulation, 2007.
For all the above reasons, I do no find any justification in entertaining the writ petition which is liable to be dismissed and is hereby dismissed.
