Section 9(1) in The Gujarat Water Users' Participatory Irrigation Management Act, 2007
(1)The Association, in order to enable it to perform its functions, may appoint,-(i)a secretary,(ii)a minor canal operator, and(iii)such other officers and employees as may be determined by it.
