Section 17(1) in The Rajasthan Medical Rules, 1957
(1)On the date and at the time and place appointed by the Returning Officer under rule 26 for the scrutiny of nomination papers, every candidate and his proposer and seconder may attend, and the Returning Officer shall allow them to examine the nomination papers of all candidates which have been received by him and on which he has noted the result of his examination under rule 14.
