Section 32(1) in The Orissa Ayurvedic Medicine Rules, 1960
(1)All bills or vouchers shall be received and examined by the Registrar. If such bill is for a sum not exceeding Rs. 50 and is in order the Registrar shall be competent to make the payment and if it is for a sum exceeding Rs. 50 the payment shall be made by him after the same is sanctioned by the President.
