Section 7(4) in The Inland Vessels (Grant of Certificate of Competency to Masters and Serangs of Inland Vessels) (Orissa) Rules, 1984
(4)In no circumstances a candidate shall be permitted to appear at the examination for the certificate of competency as Serang, second class Master and first class Master until and unless the candidate passes in colour test.
