Section 4(5) in The Chhattisgarh, Micro and Small Enterprises Facilitation Council Rules, 2006
(5)All questions at the meetings of the Council shall be decided by a majority of the votes of the members present and in case of equality of votes, the Chairperson or in his absence the person presiding over the meeting shall have a second or casting vote.
