Where the Chief Inspector is satisfied that the maintenance of any register in the form prescribed in these rules will entail particular hardship in the case of any shop or commercial establishment or class of shop and commercial establishments, he may allow the employers thereof to maintain the register in such modified form as may be determined by him.
