Section 2(1)(d) in The Goa Agricultural Produce Marketing (Development and Regulation) Rules, 2010

(d)"broker" means an agent whose ordinary business is to negotiate and make contracts on payments of brokerage as to purchase or sale of notified agricultural produce or livestock or products of livestock on behalf of the principal but does not include a servant of such principal whether engaged in negotiating or making such contracts;
