श्री राजीव प्रताप रूडी (सारण) : महोदय,आजकल अखबारों में आ रहा है कि आई.एस.आई.एस. की क्रूरता सीमा पार कर चुकी है। उसे पूरी दुनिया देख रही है,सुन रही है और पढ़ रही है। इस्लामिक स्टेट ऑफ इराक एंड सीरिया,आई.एस.आई.एस. करके जो आतंकवादी संस्था है,इसने अपना अड्डा इराक में बनाया है और समय-समय पर हमें सूचना मिल रही है कि दुनिया भर से बहुत से लोग आई.एस.आई.एस. के साथ जुड़ रहे हैं,चाहे वह इराक के भीतर हो या सीरिया के भीतर हो। जो लोग स्मार्ट फोन्स रखते हैं,जो इंटरनेट देखते हैं,यदि इस अत्याचार को आप देखेंगे तो शायद सामान्य व्यक्ति उस अत्याचार को देखने में अक्षम रहेगा,क्योंकि,जिस प्रकार के जघन्य अपराध और जघन्य रूप से हत्याएं की जाती हैं,जिस प्रकार से लोगों को मारकर उनका कलेजा बाहर निकाला जाता है। बच्चों के सामने दस-दस,बीस-बीस गोलियां एक-एक इंसान को मारी जाती हैं,ये क्रूरता की सीमा पार कर चुकी हैं,जो आई.एस.आई.एस. आज सीरिया या इराक में घटनाएं कर रहा है।
महोदय,लेकिन उससे बड़ी चिंता का विषय यह है कि तमिलनाडु में कुछ दिन पहले 26 नौजवान एक तटीय जिले में आई.एस.आई.एस. की टी शर्ट पहनकर वहां एक त्यौहार के बाद जश्न मना रहे थे। यह भारत सरकार के संज्ञान में आया,क्योंकि आई.एस.आई.एस. के नाम पर यदि भारत में टी शर्ट पहन कर कोई नारे लगा रहा हो और जश्न मना रहा हो तो यह चिंता का विषय है। उसी प्रकार से ऐसी जानकारी मिली है कि तमिलनाडु से लगभग 80 नौजवान इराक और सीरिया में आई.एस.आई.एस. में शामिल हो गये। मैं एक घटना नहीं बता रहा हूं,मैं आपको कई ऐसी घटनाएं बता रहा हूं। मुम्बई में एक नौजवान जो इंजीनियरिंग का स्टूडेंट था,वह अपने घर में पत्र लिखकर गया और उसने कई तरह की बातें लिखीं कि मैं क्यों जा रहा हूं और मेरे मरने के बाद स्वर्ग में मिलेंगे। अपने परिवार वालों के पास वह ऐसा संवाद लिखकर गया। इसी प्रकार से कल्याण,मुम्बई के पास महाराष्ट्र से छः नौजवान आई.एस.आई.एस. के पास चले गये। यह सिलसिला इसी प्रकार से बढ़ रहा है।
HON. CHAIRPERSON: You raise the particular point as to what you want from the Government.
SHRI RAJIV PRATAP RUDY: I am trying to come to the point. I just want to explain the threat that is being posed today by these elements. Recruitment is taking place from India for the ISIS. There are any number of reports about this. Unfortunately the House could not take up this issue. In the last four months, newspapers after newspapers are reporting these things. If there is a blast in Pune, it is being reported. There are people going from Pune to ISIS. There are people from Jammu and Kashmir joining and fighting the battle in Iraq or in Syria. There are people from Bangalore who are doing this. There was an engineering student who was found there.
This particular organisation is spreading on the basis of internet, smart phones, etc. They are asking the people to get involved in this. This is spreading like fire in India. The children may be going or the youngsters may be going for adventurism. But actually they are waging a war across the world. Recruitment is taking place in very high numbers from India. This will not just affect the world situation but within India, when these youngsters come back, they may get involved in similar things.
My humble request to the Government is, seeing the situation which is existing world over, especially in the Middle East and further down, that it is important for the Government now to ban and decide to ban any activity of the ISIS in India. It is my request to the Government and it should take cognizance of that.
