Section 9(1) in The Paradip Port Trust (Licensing of Stevedores) Regulation, 2009
(1)Any person aggrieved by any of cancellation, suspension or refusal of license made under these regulations may prefer an appeal in writing to the Central Government within thirty days of the communications of the order appealed against.
