SHRI T.G. VENKATESH BABU (CHENNAI NORTH): Chennai city is facing the fury of floods, almost every year during North East Monsoon. The only way to mitigate this problem is to construct Integrated Storm Water Drain Network which will drain out the surplus water caused by heavy rains effectively and prevent flooding in future. The Hon’ble Prime Minister had already agreed to provide Rs. 1500 crore as a Special allocation for flood prevention in Chennai during his visit to Tamil Nadu in November 2017.
The Integrated flood mitigation systems in the six Basins require Rs. 2690 crore. Adyar Basin and Kosasthalaiyar Basin need Rs. 780 crore and Rs. 225 crore while Kovalam Basin and Cooum Basin requires Rs.810 crore and Rs. 215 crore respectively. The Integration flood mitigation system in Araniyar Basin require Rs. 550 crore and in Buckingham Canal Rs. 110 crore. The total amount required for the Integrated storm water drain construction in Kosasthalaiyar Basin is Rs. 2518 crore and in Kovalam Basin requires Rs. 1243 crore.
Hence, I urge the Union Government to kindly instruct the concerned Ministries to allocate funds from Government of India or recommend to the International/Bilateral funding agencies for taking up the integrated Storm Water Drain Network in Kovalam and Kosasthalaiyar Araniyur, Buthingham Canal as well as the restoration of water bodies so that the frequent floods and the damages caused by it to Greater Chennai Corporation and neighboring areas can be comprehensively mitigated.
