A Committee was constituted consisting of accused Nos.1 and 2 and others for awarding the contract pertaining to procurement of 100 acres of land for setting up of Oil Terminal near Ennnore Port, Chennai, Tamil Nadu, for M/s. MRPCL. and the accused had approved the publication of a tender notice bereft of details in response to the tender notice. As many as 15 parties had submitted their bids out of which, only 5 persons had fulfilled the requirements of M/s. MRPL.
