BVR,J In the absence of any authentic material, this Court holds that the Under Secretary to the Government has signed on behalf of the Secretary to the Government who admittedly conducted hearing in the impugned proceedings. Another contention raised by the learned counsel for the petitioner, by taking strength on the observations in paragraph No.47 of the order in W.P. No.163 of 2008 dated 10.07.2019, is that the petitioner would become stateless if the impugned order is not set aside. Such contention cannot be accepted as it is alien to the provisions of the Act. In any case, as discussed supra, the petitioner is still holding German citizenship and would not become stateless. Accordingly, issue Nos.2 and 3 are held against the petitioner.
