Petition under Article 226 of the Constitution of India praying that in the circumstances stated in the affidavit filed therewith, the High Court may be pleased to issue a writ, order or direction more particularly one in the nature of Writ of Mandamus declaring the action of the 1st respondent in not extending the benefit of exemption from passing the National Eligibility Test (NET) / State Level Eligibility Test SLET for allowing the UGC Scales, to the employees recruited between 16-7-2001 and 31-03-2004 on par with the employees recruited after 1-1-1986 and upto 16-7-2001 and prescribing acquisition of NET/SLET for extension of UGC pay scales as arbitrary, illegal and violative of Article 14, 16 and 21 of the Constitution of India and consequently set aside the said unconstitutional portion in Para 4 of the impugned G.O.Ms.No.140, dt.3-10-2005 and direct the respondent to extent the benefit of exemption of NET/SLET to the SC/ST Lecturers/Librarians/ Physical Directors, regularly required upto 31-03-2004, for allowing UGC pay scales and pass such other order or orders as this Hon'ble court may deem fit and proper in the circumstances of the case.
