holders of Ph.D.
degree are exempted from passing NET/SLET/SET. Barring them
from participation and consideration for such appointment is doing
violence ... exemption by virtue of
holding Ph.D. degree. It is not that all the Ph.D. degree holders are
exempted from qualifying in NET/SLET
