Counsel for the petitioner is that the SEIAA and the SEAC
being a statutory body was bound to apply its mind before
granting
meeting dated 22.09.2023, the State Level Expert Appraisal
Committee (SEAC), under Agenda Item No.01 had observed as
under :-
