rights vested with the Petitioner that such an
allotment letter has been backdated to a date
prior to the filing of the writ petition ... Respondents No.5 and 6 submit that;

introduced in the Karnataka Land Grant Rules stands obliterated from the backdate (retrospectively) and is to be deemed to have stood obliterated and ineffective ... Rule 29-A is not deemed to have been obliterated from backdate (retrospectively) in view of Sections 4 and 11 of Karnataka
