16. Article 23 of the Constitution of India prohibits ''Begar', which reads as under:
"23. Prohibition of traffic in human ... beings and forced labour.

respondents in appointing petitioner on a fixed salary were guilty of taking begar or forced labour from him. So far the first question is concerned ... against exploitation. It is extracted below :
