20. Learned counsel for respondents has also relied upon
the recent judgment of the Mumbai Bench of this Tribunal
in Vilas Pawar & others v. Union of India & others
(O.A. No.701/2017 with connected O.A.) decided on
01.07.2022, where the similar issue was raised by the
applicants. Vide a detailed judgment, the Tribunal
dismissed the aforesaid O.As after referring the judgments
of Hon'ble Supreme Court by both the parties.
