9. The Division Bench of this Court in Amar Chand v. The State of Rajasthan and Ors. (supra) held that in performing the administrative functions under Section 12(5) of the Act, the Government cannot deal into the merit of the dispute and take upon itself the determination of the lis which would certainly be in excess of the powers conferred on it by Section 10 of the Act.
