counsel has relied on the decision in "Bharat Sanchar Nigam Limited
Vs Ghanshyam Dass(2) and Ors. reported in (2011) 4 SCC 374 and
"U.P. Jal Nigam and Another Vs. Jaswant Singh and Another" reported
in (2006) 11 SCC 464, to contend that the petitioners cannot be
granted promotion on the basis of decision in "Ghanshyam" case.
