9. Mr. Kanwar has referred to the decision of a learned single Judge of the Punjab and Haryana High Court in Stale of Haryana v. Man Singh, AIR 1978 Punj and Har 27, in support of his contention. In the States of Punjab and Haryana the Land Acquisition Act stands amended by the addition of Sub-section (3) to S, 18 which is word for word the same as in this State. It is true that the learned single Judge came to the conclusion that it was difficult, in view of the express remedy provided by Section 18 (3), to hold that the court, to whom a reference is made under Section 18, has the jurisdiction to go into the question of the validity of the reference.
