32. The Apex Court in case of M.R.F. Ltd. vs.
Inspector Kerala Govt. and others (Supra) as well as in case of
B.P. Sharma vs. Union of India and others (Supra) had
specifically held that regulatory measures for better efficiency,
conduct and behaviour in the public interest is legal and proper
and the right which is guaranteed to all the citizens under Article
19(1) (g) of the Constitution to practise any profession, or to carry
on any occupation, trade or business can be restricted as per
Clause-6 of Article 19 of the Constitution of India in the interest
of general public. Hence the government is fully entitled to
impose restrictions on the right of the people under Article 19(1)
