26. It is also immaterial whether acacia trees are covered by the Transit
Rules, 1980, or not. Form-III of the Transit Rules, 1980, do not
contain any provisions excepting acacia trees from the application
of Transit Rules, 1980. 45 acacia trees standing on Government
land would, in terms of the definition of 'forest' as held by the
Hon'ble Supreme Court in T.N. Godaverman Thirumulpad (Supra),
constitute forest produce.
