12.Though, the Hon'ble Apex Court in Phulwari Jagdambaprasad Pathak v. R.H.Mendonca and others reported in 2000 (6) SCC 751 held that preventive detention measure is harsh, the Apex Court held that it becomes necessary in the larger interest of the society.
