It was aimed at providing gainful employment to young generation of the country. Pursuant to this scheme of the Central Government, the Government of Rajasthan" with the help of RHB created AVS and provided employment to the petitioners but suddenly snatched the work from them and pushed them out of employment. It is well settled that "State actions including action of the instrumentalities and agencies of the State, must not only be in conformity with the Fundamental Rights guaranteed by Part HI but must also be in accordance with the Directive Principles of State Policy prescribed by Part IV." Their Lordships of the Supreme Court in Central Inland Water Transport Corporation v. Brojo Nath Ganguly propounded thus-
