any order binding the government by its promises unless it is so
necessary to prevent manifest injustice or fraud, particularly, when
Government acts in its governmental, public or sovereign capacity.
Estoppel does not operate against the Government or its assignee
acting in such capacity. It has made such observations, in the
context of the provisions of Andhra Pradesh Mutually Aided Co-
operative Societies (Amendment) Act, 2006.
