Registrar, Cooperative Societies, H.P. reported in 2005 AIR SCW 5031 reiterated the same principle that facts in each case has to be judged separately to see whether the body is under pervasive control of the Government financially, functionally and administratively. Mere regulatory control would not render such body an authority within the meaning of article 12 of the Constitution.
