13. The declarations in Rafiq Masih (Supra) make it further
indubitable that the recovery ordered against persons who are nearing
retirement, with respect to benefits that were given to them under valid
and legal orders, cannot be recovered merely on the ground that such
sanctions were in error at the time when they were issued."
