20. After having a retrospect of earlier authorities, in Banda Development Authority, Bana Vs. Moti Lal Agarwal and others, 2011(5) SCC 394, Court crystallized certain principles to determine when possession taken would be held to be actual physical possession by authorities and it reads as under:

22. The State Government issued a Government Order No. 2228@vkB&6&15& 124 ;wlh@13 dated 29th September, 2015 accepting judgment of in State of Uttar Pradesh Vs. Hari Ram (Supra) and necessary directions were issued to take steps for compliance and decision in terms of the directions in the case of State of Uttar Pradesh Vs. Hari Ram (Supra).
