The Apex Court found that those were substantial payment and ounted to half of the expenditure of the Colleges/Schools and more than 95Yo of expenditure as far as Page 9 of 17 teaching and other staff was concemed. Therefore it was held that those colleges and schools were substantially financed and thus public authority within the meaning of Section 2(h) of the Act.
