In view of
the aforesaid circumstances, in order to dissolve the
dispute between the parties, this Court has a wide
power to appoint a Commissioner for not only
enforcement of fundamental right, but also for
enforcement of legal right and the report of the
Commissioner has evidentiary value, as held by the
Hon'ble Supreme Court in the case of Bandhua Mukti
Morcha vs. Union of India and others reported in
(1984)3 SCC 161, para 15, reads as under:
