12. It is pertinent to note that the decision to grant or revoke licenses is
left to the discretion of the Licensing Authority under the Act. The statutory
scheme envisages that the same is in the domain of the Executive. In such
cases, it is not for the Court to substitute its own opinion for that of the
Executive Authority. Reference can be made to the decision in the case of
Sh. Sunil Kumar v. Joint Commissioner of Police,2 wherein this Court has
