11. Aggrieved by the orders in the batch of O.A.No.2889 of 2015 the
State has preferred Writ Petitions before the High Court of A.P., in
W.P.No.1425of 2019. A Co-ordinate Bench of this Court has dismissed
the Writ Petitions, vide order dated 15.10.2019, placing reliance on the
judgments of the Apex Court in State of Tamilnadu Vs. T.N.Registration
Department Ministerial Services Association reported in (2001) 10 SCC
473 and (2) State of Andhra Pradesh Vs. M.Raja Rao (order dated
17.03.2016 in W.P.No.8201 of 2016) and the order of Karnataka High
Court in B.H.Mahadevappa Vs. Karnataka Power Transmission
Corporation Limited reported in Manu/K.A./8167/2006. The Division
Bench has framed the an issue as to whether the past.services of the
applicants in O.As. i.e., prior to their regularisation can be taken into •
consideration for the purpose of pensions? And answered the query in
the following.

"In view of the Judgments of the Apex court and other high
courts referred above, we are of the view that the past
services of the applicants who is the respondent herein, prior
