that the impugned order may be set aside and DRAT be directed
to hear the petitioners' appeal against ex-parte order dated ... such form and be accompanied by such fee
as may be prescribed. DRAT may entertain an appeal after the
expiry of the said period

rejected by the DRAT - Chennai on grounds that the DRAT
has no powers/provision for such refund under Section ... DRAT, "the refund has to be made only by the
DRAT," and remitted the matter back to the DRAT directing
