appellant be placed in the black-list in
respect of future contracts under the Collector is set
aside. So far as the cancellation ... directs black-listing of the appellant in respect of
future contracts, cannot be sustained in law. In the
premises, that portion of the order directing
binding agreement between the
parties unless the reference to a future contract is made in
such terms as to show that the parties ... binding contract. There
are. however, cases where the reference to a future contract
is made in such terms as to show that the parties
