files. Petitioner made an attempt to reconstruct the missing file and put up a
Note dated 03.01.2017, which was seen by Respondent
29th September, 1986, noted as follows:
"nos. 85, 271,these files are missing. It is not their fault, they be regularized as others ... case was for some reason not considered because the relevant files were missing. When these facts were drawn to the notice of the Minster
like Power of Attorney, Indemnity Bond,
carrier receipts etc. were missing in those files which I had seized."
However, he could not remember ... show what had
happened to the documents found missing in the files seized.
