receipt dated 19.09.2019 and other ... children approached the 3 rd respondent Village
Officer for Record of Rights (ROR). However, in the ROR issued by
the 3rd respondent Village Officer

to register the sale deed without insisting for production of RoR certificate in
view of the law laid down by this Court in Jacob ... before the 3rd and 4th respondents.
However, they refused to issue the RoR certificate. No reasons were also
assigned for the refusal

2. It is the case of the petitioner that the petitioner approached ... deed on the ground that the petitioner
had not produced the RoR certificate. It is in the above background that the
petitioner has approached this
order directing the 5th respondent to issue possession
certificate, location sketch, ROR certificate etc. village
records in respect of the petitioner's properties covered ... issue the revenue certificates like possession certificate,
location sketch, Nijasthithi Certificate and ROR certificate
to the petitioners and also direct the 2 nd respondent
executed by the
petitioner without insisting for the production of RoR certificate.
2. The petitioner contends that he is the absolute owner in title ... approached the
revenue authorities and applied for issuance of Record of Rights (RoR)
certificate from the Village Officer. His grievance is that the 2nd respondent
approached the 2nd respondent and requested for issuance of
Record of Rights ( RoR) Certificate. When no action was taken, they approached
the 3rd respondent ... respondent to consider Ext.P7
and P8 requests and issue ROR certificate in respect of the
