as much as not only there were dues of workers which were required to be
paid, but of several creditors which
dealing with the issue of delay in payment of
wages due to the workers, observed thus :-
"41. Notwithstanding the large number of pay orders ... Municipal Corporation to its contractors etc. were stayed
