Section 3(1) in Tamil Nadu Village Panchayats Cleaning of Private Soak Pit and Cess Pools) Rules, 1999
(1)The village panchayat may levy a fee from the owner or occupier of the said premises or place at the rate calculated to cover the cost of the service.
