(3)The Chief Executive Officer or the officer to whom such powers have been vested shall be responsible for deciding on all complaints, grievances, disputes and other similar matters arising in the course of implementation of these regulations:Provided that any officer or employee aggrieved of the decision may institute an appeal against such decision within forty five days of the issue of order conveying the decision before -(a)the Chief Executive Officer where such orders have been passed by an officer subordinate to him, or(b)the Authority where such orders have been passed by the Chief Executive Officer:Provided further that the Chief Executive Officer shall not participate in the meeting of the Authority where an appeal on his decision is decided.
