(1)The State Government may, by rules or an order in writing, authorise an officer to grant [a tourist's permit] [These words were substituted for the words 'tourists permits' by Bombay 22 of 1960, Section 31(a).] to consume, use and buy foreign liquor to a person who is a tourist.
