Section 9(3) in The West Bengal Panchayat Act, 1957
(3)The Adhyaksha of the Gram Panchayat or in his absence the Upadhyaksh of the Gram Panchayat of the Gram Sabha concerned, shall preside at the meetings of the Gram Sabha and in the absence of both, the Gram Sabha shall elect in the manner prescribed one of the members present at the meeting to preside.
