Section 71(8)(ii) in Bihar Factories Rules, 1950

(ii)Where there is any difference between the Manager and the Committee with regard to the preparations of the rules of business of the Committee, the matter shall be referred to the Chief Inspector whose decision thereon shall, subject to a revision by the State Government on appeal, be final.
