Section 17(4)(iii) in U.P. Zila Panchayats Service Rules, 1970

(iii)the Mukhya Adhikari shall cause the aforesaid results to be placed before [Zila Panchayats] [Substituted by U. P. Act No. 9 of 1994.], which shall make appointments in the order of merit as disclosed by the result of the examination with due regard to the provisions of Rule 7; and
