(1)The University shall commence to exercise its function on such date as the Government may, by notification, specify in this behalf.(2)The Government shall issue a notification under sub-section (1) only after receipt of an affidavit along with documents from the Trust to the effect that all conditions referred to in section 4 have been fulfilled and after the Government is satisfied in this behalf.
