Section 48(1) in The U.P. Kshettra Panchayats And Zila Panchayats Adhiniyam, 1961
(1)Subject to the provisions of other sub-sections the qualifications, pay-scales, number and conditions of service of officers and servants to be employed with each Kshettra Panchayat to enable it to carry out its functions under the Act, shall be such as the State Government may specify.
