Section 31(5) in Rajasthan Nurses, Midwives, Health Visitors and Auxiliary Nurse-Midwives Registration Act, 1964
(5)No court shall take cognizance of an offence punishable under this Act or the rules or regulations made thereunder except on complaint made by the Registrar with the previous sanction of the Council.
