Section 11(2)(a) in The Orissa Dangerous Drugs Rules, 1965

(a)he has obtained a pass-

(i)when the drugs are to be imported or transported to any district in Orissa, from the Collector of that district, and

(ii)in all other cases, from the officer authorised by the rules in force in the State to which the drugs are to be exported ;
